Condo and Apartment Water Tank Cleaning: Who Is Responsible?

Water in your condominium unit comes from a large panel tank on the rooftop. That tank is shared with hundreds of units. If it is dirty, every resident receives the same water.

Many unit owners do not know when their building's tank was last cleaned. This article explains who is responsible, what your rights are and how the cleaning is done.

Two Types of Water Tank in a High-Rise

Main building tank. A steel panel or concrete tank on the rooftop or ground floor. Capacity of 10,000 litres or more, supplying every unit.

Individual tank inside the unit. Some older apartments have a small tank inside the unit or on the balcony. Capacity of 200 to 500 litres.

Older walk-up apartments sometimes have both. The unit tank fills from the building tank, so both need to be clean.

Who Is Responsible for Condo Water Tank Cleaning?

The main building tank is common property. Under the Strata Management Act 2013, the JMB or MC is responsible for maintaining it. The cost comes from the maintenance fees you pay every month.

An individual tank inside the unit is the unit owner's responsibility.

Your Rights as a Unit Owner

You are entitled to:

1. Request the tank cleaning records from the management office.
2. Know when the next cleaning is scheduled.
3. Raise water quality issues at the annual general meeting.
4. Recommend a contractor to management.

If water is cloudy in several units at once, the cause is almost certainly the main tank. Collect complaints from neighbours and submit them together. One complaint is easy to ignore, but ten from the same block are not.

How Often Should a Condo Water Tank Be Cleaned?

Every 6 months for a shared tank. It supplies many people, and sediment builds faster because of the large volume.

Buildings in areas with frequent supply disruptions, such as Kuala Lumpur and Penang, should keep to a 6-month schedule. Every disruption pushes silt into the tank when supply returns.

A tank cleaned every 6 months rarely surprises anyone. A tank left for years is the one that sends cloudy water to a whole block.

How Panel Water Tank Cleaning Is Done

1. Management issues a notice. Water supply is interrupted for 3 to 4 hours.
2. Technicians inspect the tank. Panel condition, joints and sediment.
3. Water and sediment are pumped out. High-capacity pumps.
4. Scrub and rinse. High-pressure jet on every panel and corner.
5. Controlled chlorine sanitisation. Concentration is measured.
6. Refill and test. Water runs clear before supply is restored.
7. Sanitisation report. Handed to management for the record.

Ask for the quote to be itemised. It should list the pumping, scrubbing, sanitisation and the report.

A well-run management can answer all of these in one meeting. If there are no answers, the tank may never have been cleaned.
